KidsFirst Adoption Services, LLC ("KFAS") is a licensed, private adoption agency founded in 1998 by Inna Pecar, who immigrated to the United States from Ukraine, one of the former Soviet republics, in 1991, and her husband, Steven Pecar, an attorney. KidsFirst began operations in March of 1999 and has continuously placed or assisted in the placement of children from Russia and Kazakhstan since that time, and has also been involved in the placement of children from Guatemala, China, the United States, and Ethiopia.

KidsFirst International Adoption, Inc. ("KFIA") is a non-profit adoption agency licensed in 2006 to provide adoption services in accordance with the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption (the "Convention"). KFIA will primarily provide adoption services for the placement of children from Convention countries, including but not limited to, Guatemala and China. KFIA is a licensed child-placing agency in the states of Indiana and Kentucky. KFIA is currently undergoing the process to attain accreditation ("Hague Accreditation") under the Convention. Although KFIA will have primary responsibility for all placements from Convention countries, with full disclosure to our clients, KFAS may, in some cases, provide some of the adoption services necessary to complete an adoption placement on behalf of families who contracted with KFIA. The fees involved in these adoptions will not be affected, although some of the amounts disclosed may be paid directly to KFAS.

Mrs. Pecar attained a Masters in Education in Ukraine and a Masters of Social Work from Indiana University and is a Licensed Clinical Social Worker. She previously provided counseling to individuals, children, couples, and families for Indiana Health Group in Indianapolis, Indiana and particularly enjoyed working with children of all ages. In 1999, Mrs. Pecar followed her heart into international adoption and maintains great passion for placing children in need of families. Her devotion to the children is evident to all of the families who work with KidsFirst, and she works tirelessly to assure the success of your adoption. She guides our adoptive families through an intensive and complete referral review process, resulting in great success with their placements without our families feeling like they have to go through the difficult process of reviewing referrals on their own. She excels at creating successful matches of adoptive families and children.

KidsFirst Adoption Services was formed to assist in the placement of children from the former Soviet republics of Russia and Kazakhstan in qualified, loving homes. We have since worked extensively with families adopting children from China, Ethiopia and the United States, and we have assisted families adopting from many other countries.

KFAS and KFIA sometimes work in partnership with other agencies to complete adoptions in certain countries. Our partners, and the division of responsibilities between our partners and KFAS and KFIA, are as follows:
RUSSIA
KFAS has worked in Russia since 1999 and conducts its Russia Adoption Program in partnership with an agency accredited in Russia since 2000. KFIA does not work with Russian adoptions.

KFAS assists its families throughout the entire adoption process, including the preparation or review of their home study and post-adoption reports, the preparation of all required dossier documents, the provision of all adoption education, the screening, evaluation and review of child referrals, travel, and dealing with any issues that arise during the adoption process or post-adoption. Children are referred for the Russia program either by our overseas partners or by the Ministries of Education at the time of travel, but we always remain in close contact with our families to assure (i) that they have sufficient information to evaluate a referral, (ii) that they work through recognized, experienced International Adoption doctors to review the referrals, and (iii) that if issues arise during the review of a child referral, either before travel or while overseas, the families will not have to make an uninformed decision or take risks greater than they anticipated.

The accredited agency maintains a relationship with the Russian accrediting body and works with the Ministries of Education in the regions from which it places children. They submit dossier documents for adoptive families to the Ministries of Education and/or the courts. They also maintain the relationship with their coordinators, who directly represent adoptive families with the Ministries of Education and within the court systems in Russia. Their coordinators meet adoptive families in Moscow and take them to the regions from which they will adopt and tend to their needs while they are overseas. The following adoption services are provided by governmental authorities of the country of Russia:
a) Identifying a child for adoption and arranging an adoption
b) Securing the necessary consent to termination of parental rights and to adoption (if applicable)
c) Performing a background study on a child and reporting study (if applicable)
CHINA
KFAS and KFIA have worked since 2006 in partnership with Faith International Adoptions (“Faith”) of the state of Washington, an agency licensed or registered in China. Going forward, adoptions from China will be facilitated through KFIA and Faith, with responsibilities being divided as follows:

KFIA will assist its families throughout the entire adoption process, including the preparation or review of your home study and post-adoption reports, the preparation of all required dossier documents, the provision of all adoption education, the screening, evaluation and review of child referrals, travel, and dealing with any issues that arise during the adoption process or post-adoption. Children are referred for the China program by the China Center for Adoption Affairs, but we always remain in close contact with our families to assure (i) that they have sufficient information to evaluate a referral, (ii) that they work through recognized, experienced International Adoption doctors to review the referrals, and (iii) that if issues arise during the review of a child referral, either before travel or while overseas, our families will not have to make an uninformed decision or take risks greater than they anticipated.


Faith International Adoptions maintains a relationship with the China Center for Adoption Affairs (“CCAA”) and works within the country in the placement of children. They submit dossier documents for adoptive families to the CCAA. They also maintain the relationship with their coordinators, who directly represent adoptive families in China during the adoption process. Their coordinators meet adoptive families in Beijing and take them to the regions from which they will adopt, take them through the foreign adoption process and tend to their needs while they are overseas. The following adoption services are provided by governmental authorities of the country of China:
a) Identifying a child for adoption and arranging an adoption
b) Securing the necessary consent to termination of parental rights and to adoption (if applicable)
c) Performing a background study on a child and reporting study (if applicable)
KidsFirst Adoption Services provides complete adoption services, including the following:
1. orientation meetings for those desiring to find our more about domestic and international adoption and the process involved;
2. seminars on adoption-related issues, such as attachment and bonding and preparation for travel to adopt;
3. preparation of the homestudy required in either a domestic or international adoption for families located in Indiana;
4. preparation of the dossier package of documents required to seek a placement of a child and to finalize the adoption in the country of origin of the child;
5. identification, matching and referral of available child(ren) with prospective parents, except in countries in which such functions are performed by our partners, in the manner described above;
6. referrals of doctors and other international consultants known for their expertise in evaluating children who have lived in institutional settings (these are independent practitioners, not connected with our agency, and therefore neutral parties to the decision making process);
7. referrals of doctors specializing in pre-natal care to evaluate available birth mother medical information, for domestic adoption;
8. experienced overseas partners (as described above) or coordinators to lead you through the adoption process and to address any needs you have while overseas;
9. ongoing support for adoptive families after placement;
10. Information and guidance from the moment you begin the adoption process.
For families outside of the State of Indiana, KidsFirst Adoption Services is able to refer you to licensed professionals experienced in providing homestudies in the state in which the adoptive parents reside.

We strive at each step of the adoption process to assure that the adoptive parents are well informed and comfortable with the steps necessary to complete their adoptions. Our caseworkers are responsive and knowledgeable, and we hope to make the process of adopting a child an enjoyable one.
